- This section specifies the process for performing EPA Method 21 monitoring on valves.
- Internal compliance with the valve monitoring policy and procedure will ensure the LDAR program is in compliance with regulatory requirements and EPA Method 21 protocols for valve monitoring. The internal assessments and quality control checks will identify potential continuous improvement steps for the LDAR program.
- Monitoring is performed so that leaks can be identified and their concentrations quantitatively measured. Data gathered from monitoring is then used to determine what actions are needed to decrease or eliminate the leak concentration. Monitoring procedures must be performed correctly to ensure that potential leaks do not go undetected and the LDAR program stays in regulatory compliance.
- Monitoring technicians must be certified at least annually in Method 21 by taking the EnRUD Method 21 CD training course, and other training and certification approved by Insight Environmental, and successfully passing an examination test. Any technician without current Method 21 training and certification is not allowed to perform Method 21 monitoring
